Can a Facebook profile be set so it can be seen by anyone, without necessarily being part of your friends list?

With a facebook profile, can people read/view your actual profile, and the details stated on your profile, without you adding them to your contact list/friends list?
How (if possible) can persons view my profile on Facebook, without my profile being at all private,/or them having to send me a message first, then me adding them to my friends/contact list?

People can see your actual profile if your Profile Privacy Settings are set to "Everyone" like the answer above says. However, only people in your Network will be able to view your profile. If you haven't joined a network, no one will be able to see your profile except for your already existing friends. Likewise, people *not* in your Network also won't be able to view your profile.

Yes you can, go to Settings > Privacy Settings > Profile and set everything to be seen by "Everyone".
