Can someone use pictures of you from facebook for own personal use?????

A local bar in town (Dooly's) is finding pictures of people barred from Dooly's on facebook and posting them into their own "Barred" book. Is this legal? Are they allowed to take, and print and paste into their book your picture from facebook?????????????

Facebook is a social network and it is completely public, so i think it is legal to take, print and paste into another website....
