Facebook privacy settings?!?

I posted a few photos on facebook, and tagged them. I have my photo settings set so that only my friends can see the photos.
HOWEVER.
I tagged my brother, and his friends are commenting on the photo. Why?
I don't want anyone who isn't my friend to be able to comment, let alone SEE what I post!
I made a new account with under five friends so I could get AWAY from everyone!

How do I solve this? any exact links or instructions? Valid suggestions?
I loved how simple the privacy settings were, before.
Also. If it's any help at all, I'm seventeen so facebook "takes extra steps to protect your information"

by tagging your brother, it gets attached to his profile, so then all of his friends can see it too



however, lets say you didnt tag your brother, but he clicked "like" on it, or commented on it, that action on his part gets put into his ticker, and shown to all of his friends too, which then lets all of his friends see and comment your picture too



and guess what - there's no way to turn that off - it's how facebook is supposed to work

it is been 2 days i'm attempting to make your recommendations up an identical element yet we won't be able to alter it, my acquaintances checklist, pages, notes and another applications would be shown for the duration of seek there's no thank you to disguise em only disguise your profile from public finding, facebook could fix it as i think of the admin tangled up the full privateness placing and that they are to repair it, it is thoroughly BS!

you probably have it set to "friends" but when you tag the people the privacy becomes "friends of those who are tagged"
